Flat roofs cover most of the warehouses and shopping centers in Palm Beach County, along with plenty of condo buildings, and they live a hard life here. Afternoon storms dump water faster than drains can take it, the sun bakes the membrane, and salt air works on every edge. We install and replace commercial flat roofs built for those conditions, and we size the system to how your building is used. Leo Roofing & Construction has worked on low-slope roofs in this area since 2004, and owner Frank Leo answers for every job. Se habla espanol.
TPO is a single-ply membrane, usually white, that rolls out in wide sheets and joins at heat-welded seams. The white surface reflects sun instead of absorbing it, which keeps the roof cooler and can lower cooling costs through a long Florida summer.
On a large low-slope roof, TPO is often the most cost-effective way to get a watertight, reflective surface. The seams and the details around rooftop units and drains are where the roof succeeds or fails, so that is where our crews spend their time.
There is no single best flat roof. Here is how the three systems we install most often compare.
Heat-welded single-ply. Reflective and cost-effective on large roofs. Seams and flashings need careful detailing.
Multi-ply asphalt sheets. Tough under foot traffic and rooftop equipment. Darker surfaces can take a reflective coating.
Alternating felts and bitumen, often under gravel. Thick and durable, but heavier and slower to install.
A fluid-applied coating can restore a sound flat roof and add reflectivity when replacement is not needed yet.
A flat roof is never truly flat. It is built with a slight slope toward drains and scuppers, and when that slope is off, water ponds and works on the seams until something gives. Ponding water is the problem we find most often on commercial flat roofs in this area.
When we install or replace a flat roof, we correct the slope where the structure allows, add tapered insulation where it helps, and detail every curb and rooftop unit so water has nowhere to sit.
Florida sun is hard on a membrane, and hurricane season tests how well it is attached. We fasten and detail every commercial flat roof to the current Florida Building Code for your wind zone, with extra attention to the edges and corners where uplift starts. Broward County sits inside the High Velocity Hurricane Zone and carries stricter product approvals, and we work to those rules there.
We document the fastening and edge details, which supports your insurer and any wind mitigation report on the building.
We inspect the roof, take core samples where needed, and give you a written scope with the schedule and price. Once it is approved, we pull the permit, stage materials away from entrances, and work in sections so the building stays dry and open.
Because we hold both a building and a roofing license, any soft deck or damaged structure we uncover gets fixed by the same crew. Labor is backed by our seven-year warranty, plus the manufacturer warranty on the system.

Yes, for most low-slope commercial buildings. TPO reflects sun, which keeps the roof cooler, and its heat-welded seams resist water well when they are installed correctly. We confirm it fits your building before we recommend it.
TPO is a single-ply, reflective membrane with heat-welded seams. Modified bitumen is a multi-ply asphalt system that stands up well to foot traffic and rooftop equipment. We recommend the one that fits how your roof is used.
Ponding usually means the slope toward the drains is off, a drain is clogged, or the deck has sagged. We find the cause and correct it with tapered insulation, drain work, or deck repair so the roof drains the way it should.
Often, yes. Many TPO leaks start at a seam or a flashing around rooftop equipment, and those can be repaired. If the membrane is worn across the whole roof, we will tell you and quote the replacement.
